Persist ignored users across recordings

The ignore only ignores the list of members for the current recording, but we would like to make this setting stick around across all recordings.

To make this happen we will need to add a new table and probably another command to remove them from the ignored list. Also, this information should probably be displayed under the info command for full visibility.
