Document response times

As a service deployer, I want to know how long cache misses will take, both when there is a live Cloud Run instance and when it has to cold boot.

DoD:

• A table is present in CONTRIBUTING.md, containing:
  • Estimates for how long the service takes for hot/cold function invocation
  • Estimates for cache hits and misses
