Creating and deleting containers sometime does not update /etc/hosts properly

Current Situation

Sometimes /etc/hosts isn't being updated when containers are created/deleted, likely because of a delay before the network is set up. 1-second sleep isn't enough.

Steps to Replicate

Constantly create and delete containers

Expected Outcome

/etc/hosts is updated 100% of the time as expected
