Builds broken from v11.1.0

More specifically https://github.com/webtorrent/bittorrent-tracker/pull/519

The indirect dependency of node-datachannel@0.7.0 now requires cmake and openssl-dev, but I've noticed image size increased to ~450mb after this change.

Until further notice, I will leave the builds to continue to fail or pause the cron until further investigation/notice.
