Setting issue weight to zero via quick action is not working

Summary

It is not possible to set issue weight to zero via quick action. It is possible to do it through UI.

Steps to reproduce

Try to create a new issue or comment on existing one while using weight quick action. E.g. (omit the quotes while testing):

"/weight 17" - is working

"/weight 0" - is not working
