Projects get stuck in pending_delete

Recently noticed this on gitlab.com, and have several errors reported from users relating to it.

Some of the errors showing up we want to address directly through: https://gitlab.com/gitlab-org/gitlab-ce/issues/17813 and https://gitlab.com/gitlab-org/gitlab-ce/issues/15440

but we also need to investigate why projects get stuck in this state, and fix it.
