Rename Npm-Lint-Lockfile.gitlab-ci.yml for consistency

Rename jobs/Npm-Lint-Lockfile.gitlab-ci.yml to jobs/Lint-Npm-Lockfile.gitlab-ci.yml for consistency. The Npm- jobs are all run npm scripts within the project, specific npm commands, or use tools starting with npm. Other jobs are named for the function, in this case linting npm lockfiles.
