Create streams of files for each publisher before calling any publishers

In certain situations, it's possible that the cloned contents streams of secondary publishers will not be created before the first publisher is done writing the stream. This will cause Antora to crash since the cloned contents stream for the file will have already been started by the time the clone is requested. The file publisher should create all the files streams before calling any publishers so that the cloned streams are wired correctly.
