ISDF Implementation: Extend assignment of points to centroids with periodic boundary conditions.

The routine assign_points_to_centroids_finite_bc implements assignment of grid points to centroids, for systems with finite boundary conditions. This routine requires extending/overloading for periodic BCs, and subsequent use in solids.
