Ignore unchanged CoinbaseOutputConstraints #127
Description
Repeated identical CoinbaseOutputConstraints messages currently trigger another template rebuild.
Suggestion by ChatGPT: ignore updates when the constraints have not actually changed.
But a malicious client would just bump by 1 and then decrease by one.
Similar to #98 in that we don't have good rate limiting yet.
