A cluster node loads keys from databases other than 0 where no client can reach them; Redis refuses to start #484
In cluster mode, SELECT is refused (src/commands/handler.rs, around line 1053), so only database 0 is reachable. Yet a cluster node loads keys from databases 1 to 15 of an RDB or KDB file, and from database 16 up if databases is large enough since #479, into databases no client can reach. Slot accounting and slot migration ignore those databases too, so the keys sit there using memory, and nothing reports them.
Expected (Redis): refuse to start, with can't have keys in a DB different than DB 0 when in Cluster mode. Do the same for a full sync into a cluster node.
