Migrate basic broker infrastructure and login tests #51954
Description
Migrate the shared broker test infrastructure and basic login tests to the new JUnit 5 framework, establishing the reusable base-class pattern the rest of the migration builds on.
Design note
This originally proposed interface-based composition (default-method test logic). After review the shared layer uses abstract classes by default: the new framework's field injection populates class fields (not interfaces), so abstract bases hold the injected clients/pages as protected fields and drop the per-test getter boilerplate, matching the rest of tests/base. Interfaces are reserved for the few cases that must combine two independent @Test-bearing axes (e.g. the JWE/ECDH-ES UserInfo variants and the token-store V1/V2 × OIDC/SAML matrix).
