Add a current first-Submission guide for BAP, HAP and CAP #563

Part of #558.
Outcome
A newcomer can understand how to participate without reconstructing today's Portal workflow from the external 2009 manual and points spreadsheet. Add a concise guide reachable from Home and the Submission form.
Acceptance criteria
- Explain choosing a Program and Species, creating/submitting a report, arranging a Witness through the established club process, the applicable waiting period, bringing specimens to a meeting, and committee approval.
- Give a brief BAP, HAP and CAP example, using current CONTEXT.md and accepted lifecycle ADRs as authority. Link relevant official rules; do not invent quantities, meeting dates or a new contact channel.
- Explain that the Witness settles Species and provisional points, points count only after approval, and Member edits to submitted work void the Witness. Explain that the Member does not manually enter the approval queue.
- Link the existing Submission actions and explain the established route for questions/corrections. Confirm any undocumented witness-arrangement instructions with the committee before publishing them.
- Keep the guide readable on mobile and available before sign-in, with meaningful link text. Check its links and wording against the current app; review it on public staging with chikin-farm.
Blocked by
None technically. Recommended after the report fixes so examples describe the completed report experience. Undocumented club logistics must be resolved before adding those specifics.
