The libzip dependency was upgraded to 1.9.2 here: 15fa03a

However, DeveloperSetupGuide.md still references libzip 1.7.3, with which the project no longer compiles.

Please update the docs to avoid confusion.

    Starting from Go 1.23, the x509 package raises an error regarding the negative serial number when processing the OmahaTestCert.cer certificate. Please update DeveloperSetupGuide.md to note the Go version
