Move AX state out of /workspace into a separate durable directory #555
Description
Requested by @mayawang on #551, who asked for this as a follow-up to #518. @rakyll may fold it into #551 instead.
#551 merges as-is with the setup marker inside /workspace.
The agent and harness modify /workspace, so the marker there can be deleted or changed. If that happens, setup reruns on resume and can overwrite the agent's edits.
Proposal: add a second durable volume, mounted at /ax-state, alongside the existing workspace volume in internal/substrate/client.go (around lines 386–396). Move the marker into it.
Done when: the marker survives a volumes-only resume, and the agent can't remove it or prevent setup from being skipped.
