System instructions about WorkDir, DurableDir, etc. for interactions harness #332
Description
Currently, we set the WorkDir and DurableDir explicitly in either manifest or as default values. However, the interactions harness doesn't always honor these values. It still uses the root directory / for its function/tool call in many occasions, although we have set the cwd explicitly in the process. We may need system instructions for such information.
In our tests, we've verified the process has set its cwd to /workspace, but the run_command still use /.
