We're only geocoding zip codes #20
Description
When the HUD API doesn't have coordinates for counselor, we use the geocoder to fill in the blanks-- except, we're only geocoding their zip codes. This means that on maps and ordered lists, we are behaving as if the counselor is at the exact center of their zip code.

Here's a live example of a housing counselor that erroneously shows up as being 0 distance away from the zipcode center point:
