Say 'ssl is not available' when it is not working #638

Open

Description

@dholth

If the ssl module is broken for some reason, anaconda upload produces this error message:

anaconda upload -u dholth /Users/dholth/miniconda3/envs/build-pcre2/conda-bld/osx-arm64/dholth_test_package-0.0.1-py310_0.tar.bz2
Using Anaconda API: https://api.anaconda.org/
[ERROR] API server not found. Please check your API url configuration.

The debug logs show requests.exceptions.SSLError: HTTPSConnectionPool(host='api.anaconda.org', port=443): Max retries exceeded with url: / (Caused by SSLError("Can't connect to HTTPS URL because the SSL module is not available."))

anaconda should indicate the latter error when this condition is present.
