My download via Kaggle API failed silently

I want to resume it, when I run kaggle competitions download -c UBC-OCEAN I get
UBC-OCEAN.zip: Skipping, found more recently modified local copy (use --force to force download)

If I use --force flag, the download starts again I suppose?

My env:

(kaggle_2.0_nightly) slime@slime:~$ pip freeze | grep kaggle=
kaggle==1.5.16

How to resume the download properly?
