In collaboration with the Belgian federal government, the Flemish government has decided to set up an e-Invoicing solution, allowing suppliers to send their invoices electronically as from the 1st of January 2015. The ambition is that by 2017 all invoices are sent electronically. This will contribute significantly to the uptake of e-Invoicing in Flanders and in Belgium.

This solution builds further on Open e-PRIOR, the open-source e-Invoicing solution of the European Commission.

Quality assurance of the study (part of DG MARKT’s action on e-Procurement measurement and benchmarking). This study provides improvement recommendations to e-Procurement platforms across the EU.

SEMIC is a European Commission initiative (funded under Action 1.1 of the ISA Programme) to improve the semantic interoperability of interconnected e-Government systems. It focuses on the following activities:

SEMIC is a European Commission initiative (funded under Action 1.1 of the ISA Programme) to improve the semantic interoperability of interconnected e-Government systems. It focuses on the following activities:
1. Raise awareness on the need for semantic interoperability via communication activities and by organizing the annual SEMIC conference, CESAR worskshop, and via our presence on LinkedIn and Twitter;
2. Encourage sharing and reuse by making collections of reusable interoperability solutions searchable on Joinup. These collections are described using the Asset Description Metadata Schema (ADMS).
3. Develop, promote and use core vocabularies at the European, national and local level to reach a minimum level of semantic interoperability. The e-Government Core Vocabularies are simplified, re-usable and extensible data models that capture the fundamental characteristics of an entity in a context-neutral way. So far, Core Vocabularies have been developed for the concepts ‘Person’, ‘Registered Organization’, ‘Location’, and ‘Public Service’. This work has been created by international Working Groups with representatives from EU Member States, aiming to reach a consensus.
4. Foster interoperability for open data via the DCAT Application profile for data portals in Europe (DCAT-AP).
5. Conduct studies and pilots on Linked Open Government Data. These studies include among others a study on ‘Good practices for persistent URIS (URI study)’ and on ‘Business Models for Linked Open Government Data (BM4LOGG)’, case studies (e.g. LOGD case study) and pilots (e.g. Core Location pilot). In 2013, six Linked Open Government Data pilots were carried out in collaboration with public administrations in several EU Member States. The pilots were intended as a proof-of-concept to demonstrate the value of applicability of the Core Vocabularies to harmonize and publish Linked Data.
6. Promote best practices for inter-organizational metadata management and governance. Show less

The purpose of this group is to contribute to this goal, by bringing together different stakeholders, by sharing information and by facilitating the discussion around it.

Promotion of open, cross-border government metadata management as an enabler of Open Government, Open Data and the Semantic Web. As part of this project I chaired the Asset Description Metadata Schema (ADMS) working group. ADMS will soon be published by W3C’s Government Linked Data (GLD) Working Group as First Public Working Draft for further consultation within the context of the typical W3C standardization process.
