Attributes visible when view and edit disabled?

I wanted to see if this is expected behavior for user attributes with restricted permissions - specifically for email when "who can view" & "who can edit" for emails is set to user only.

query-usersquery-groupsRealm permissions (fine grain admin permissions v2) enables
view-memberson groupsviewon groupsWhen viewing the users list, emails are hidden. But when viewing group membership, emails are visible.
If this is expected, is there a way to prevent realm admins from viewing user emails?
