Jakarta Servlet Saml Wildfly Quickstart - Galleon Pack Not Resolvable

I have the Keycloak and Wildfly servers running in Docker. I'm trying to follow step number 2 under "Starting the Wildfly Server" to "Install Keycloak SAML adapter into Wildfly via Galleon".
It says to download the Galleon tools "somewhere on your laptop." I've done that, but since the next step is about going into the Wildfly's "/opt/jboss/wildfly" location to run the install, I'm assuming you have to copy over the Galleon pack onto the Wildfly server. That's what I've done.
But I cannot get the Maven (I'm assuming it's coming from Maven) to resolve with this command as per the Readme's instructions:
Error: org.jboss.galleon.universe.maven.MavenUniverseException: Failed to resolve Maven universe org.jboss.universe:community-universe
Failed to resolve Maven universe org.jboss.universe:community-universe
Failed to determine the latest version of org.jboss.universe:community-universe:jar:[0.0,). Make sure the remote Maven repository is properly configured and available.
So, a few questions:
Should I be copying the Galleon pack onto the Wildfly server, inside the contaner? That seems to be necessary.
Is there any additional configuration needed on this basic Wildfly server to allow to access the Maven repo?
It just seems like this quick start is missing some steps for this to work.
