Cannot import Capability Config from exported JSON file #14552

I have used the partial export function to get a JSON file with the following config:

      "client-id": "admin-cli",
      ...
      "secret": "my-secret", // i replaced the default ******* to be able to import
      ...
      "directAccessGrantsEnabled": true,
      "serviceAccountsEnabled": true,
      "publicClient": false,
      ...
}

When I use the above file to create a new realm on the web UI, they doesn't create client "admin-cli" with my Capability Config, it was created like a default realm and of course no secret since it requires confidential access - which was turn off by default.

I'm running Keycloak 19.0.1 on Docker with development mode.
