execute-actions-email with "Configure OTP" action - always force password prompt? #14344

I have a flow where I execute an admin action and mark a user to "Configure OTP" and then I send the
execute-actions-emailfor that given user.The user receives an email with a link. The user clicks on the link and they get redirected to configure OTP for their user account.
I want to change this flow so when the user clicks on the link in the email they first get prompted for their password and upon success then they are then asked to configure OTP.
I'm not sure this is possible, but I want to keep the flow the same between this email notification link and normal browser login behavior when the user has
Configure OTPas a required action.All reactions
