    Two years ago, EU–INC was a petition for a single company standard across Europe. Today it's a legal proposal on the table in Brussels. Passing it is not enough. Getting the details right is what matters now. At Rise Europeope, we see what fragmentation costs. Our hubs work with founders across Europe, and far too many of them spend their first months navigating 27 different systems instead of building their company. This fall, the final text is being negotiated. Key elements like the central registry and the treatment of employee stock options are at risk. These are not technicalities. Startups are being stifled by bureaucracy and disjointed corporate frameworks as they try to scale across 27 member states. It’s why Visionaries has backed EU–INC throughout its journey to become legislation. The goal is a unified corporate form across the union – the ‘28th Regime’. However, as the drafted policy moves through Brussels, it’s already being watered down. Out of EU Inc’s five ‘non-negotiables’, one has been removed, and another is under threat.     "A single legal form you still have to register 27 times is not a single market. It is a rebrand." That was my answer at the AustrianStartups Stammtisch yesterday, on a panel with Maggie Childs, moderated by Varya D.. A US founder incorporates once, in Delaware, and every investor from California to New York already knows exactly what they are looking at! One structure and close to 350 million people. Europe has 450 million people! But split across 27 company laws, 27 registers and 27 sets of rules. Nothing legally stops a French fund from investing in an Austrian GmbH... But in practice it means paying lawyers to understand a structure they have never seen, which is exactly why so little capital here moves across borders... So we are not the smaller market. We are the bigger one that behaves like 27 small ones. That is what EU–INC is meant to fix, and the part currently at risk is the one that matters most: a single registration interface. We closed the panel optimistically, because we believe it. Europe is a beautiful place to build, the diversity is a feature, and I think we fix most of this in the next five to ten years. Build now, while it is being fixed, and you are early to something very large! But that only happens if we start acting like a union instead of 27 countries that share a currency.     The EU–INC cap 🧢 travelled to Strasbourg. And while everyone loves a good cap, the point here is political - the 28 Regime must be an industry enabler rather than another exercise in bureaucracy. If done right, it has the potential to reshape Europe’s economic architecture, on a par with the Single Market, Schengen and the Eurozone. But if it’s diluted or fragmented it will be remembered as a lost opportunity. In Strasbourg I discussed this with the shadow rapporteur on the file Axel Voss. We agreed to push for an ambitious solution that delivers legal certainty, cuts transaction costs and removes barriers so EU companies can scale across borders The work continues 🚀

    Today, we’re launching 𝟏𝟎𝟎 𝐃𝐚𝐲𝐬 𝐭𝐨 𝐖𝐫𝐢𝐭𝐞 𝐄𝐮𝐫𝐨𝐩𝐞’𝐬 𝐅𝐮𝐭𝐮𝐫𝐞, starting with an open letter to Europe’s political leaders. Brussels is back from the summer recess - and EU Inc is entering the round that will decide whether it actually works. Over the coming months, the Commission, Council and Parliament will negotiate the final text. Some of the elements that would make EU Inc truly European are at risk. The question is no longer whether EU Inc happens. It’s whether we end up with one genuinely pan-European standard - or another structure fragmented across 27 countries that doesn't work for founders.     Europe’s startup infrastructure runs through processes built for another age. Simon Schaefer, Co-initiator at EU–INC, on the old structures they have to challenge with an example of notaries in Germany: "Yoy have the notary sitting there going through a Series A stack of documents and reading it out loud, and you have to be there: if you're not there, you have to give them a power of attorney, and they have to do this manually, completely offline process."     We have 100 days to write Europe’s future and get EU–INC right. Two years ago, this was a petition for one company standard across Europe. Today, it is a concrete legal proposal. That is a real win. But Europe is still 27 systems when it comes to building and scaling a company. We have the talent. We have the ambition. We just need the right frameworks to scale. EU Inc can be one of those frameworks. A real shared standard that helps founders build across Europe without adding more friction at every border. This fall, the text is being negotiated in Brussels. Key elements, including the central registry and stock options, are at risk. These details will decide whether EU Inc becomes a truly pan-European standard founders can use or another structure that looks good on paper and adds more friction in real life.     EU Inc needs to be done right ⚠️ For years and years, we've talked about the need to make it easier to start and scale companies across Europe 🇪🇺 The US and China are full speed ahead while we're still tangled in red tape. Talent and capital are locked inside national silos, creating a significant barrier for Europe to fulfil its potential. EU Inc has the potential to change this. To truly boost the entire European ecosystem 🚀 But we need to get it right. We can't afford wasting this opportunity. The initial proposal was great but two things are under threat right now🚨

The central registry, the part that gives every EU Inc one login and one interface with Europe's governments, has been removed from a current draft. And employee stock options are not secured.     BREAKING: Europe has 100 days to decide if it actually wants a real startup ecosystem — or just another policy document. EU Inc is in final negotiations right now. The central registry — the one piece of infrastructure that makes EU Inc a real pan-European standard — is at risk of being cut from the final text. Without it, EU Inc becomes a framework that exists on paper but works nowhere. Commission, Parliament, and Council finalize the text this fall. Key votes land in September-October. Final negotiations close end of Q4. An open letter campaign launched September 10th. Founders, investors, and builders are being asked to co-sign and push Brussels to get the details right. The ambition was never the problem. The execution always was. If Europe's startup community doesn't lobby now, the window closes. Who's signing?
