Civitta is growing its presence in Bosnia and Herzegovina 🇧🇦 Earlier this year, we opened a local office in Sarajevo: starting with one person and now a team of five. Civitta is helping the Romanian public sector transform how digital public services are designed, from law and procedure-driven digitized services to user-centric digital public services Over the past weeks, the TSI project Developing User-Centric Digital Public Services in the Romanian Public Sector has moved from launch to action. This initiative, funded by the EU through the Technical Support Instrument (TSI) and managed by the European Commission's SG REFORM, supports Romanian public institutions in rethinking how digital public services are designed and delivered, shifting the focus from internal structures to the real needs of citizens and businesses. Civitta, together with ICF and BearingPoint, is working in close cooperation with the Autoritatea pentru Digitalizarea României and the institutions involved in the pilot phase. The official launch on 23 June marked the start of the pilot phase: 16 public services, 10 transactional and 6 informational, have been selected to undergo analysis and redesign during the pilot. The kick-off meeting brought together all participating institutions to align on the objectives, methodology and next steps of this phase. On behalf of the implementing team, Andreea Savin, Civitta Partner, presented the implementation methodology and roadmap for the pilot phase, alongside representatives of SG REFORM and ADR. In July, the project moved from launch to action. Nearly 30 public-sector professionals joined a five-day Training Programme in User-Centred Digital Public Service Design, structured around the Double Diamond framework - Discover, Define, Develop and Deliver. Through practical exercises and a full simulation of a Service Innovation Lab, participants built the skills needed to analyse and redesign public services from a user perspective. The programme also created a network of facilitators who will now help bring the methodology into practice. Next, we are working to develop the Guide for designing user-centric digital public services and to start the pilot phase with the diagnosis (AS-IS analysis) of the 16 selected services, using interviews, working meetings and Service Innovation Labs to identify pain points and co-create redesign solutions with pilot institutions.
