Who gets to build? Africa’s #digital future should not be defined only by how much #infrastructure gets built. It should also be defined by who can afford to use it. If the #platform layer requires massive capital expenditure, only the largest governments, banks and technology companies will be able to participate. Smaller institutions - universities, research organisations, regional health authorities and growing businesses - will remain dependent on platforms they do not control. That is why low-cost, modular and scalable infrastructure matters. The starting point does not have to be a massive #data centre. A small production node can provide the foundation, with capacity added as demand grows. The real opportunity is to make sophisticated digital capability accessible without requiring every institution to become a #hyperscale infrastructure operator.  The platform layer must remain open. #Africa has an opportunity that many other markets did not have: to build its digital platform layer with openness designed in from the beginning. But that opportunity disappears if one vendor, telco or #hyperscaler eventually controls the layer that connects institutions, workloads and #data. That would simply recreate the dependency Africa is trying to avoid, only with local #infrastructure underneath it. An open platform means infrastructure neutrality, standards-based connections, published interfaces and freedom for customers to choose their models and workloads. The goal should not be to replace one dominant #platform with another. It should be to create an ecosystem where multiple infrastructure providers can participate and institutions retain the #freedom to choose. Africa is building this layer later than much of the world. That may be a disadvantage - but it could also be its biggest opportunity. #Sovereignty goes beyond #data residency. Data residency alone does not make digital #infrastructure sovereign. If the infrastructure is located #locally but the platform controlling workloads, permissions, tenants, data movement and #system activity is permanently operated by a foreign vendor, a significant part of that dependency remains. True digital sovereignty requires #local capability at the platform layer as well. One approach is build-operate-transfer: build the #platform with experienced partners, operate it jointly while local teams develop the necessary #skills, and then transfer ownership and operational responsibility on a defined timetable. The objective should not simply be to host infrastructure locally. It should be to ensure that #African institutions can actually #operate and control the #digital platforms they depend on. Fragmentation is a symptom. When every ministry, agency, hospital or business builds its own #digital system, the result is often more #technology but less coherence. The problem is not always poor coordination. There is a deeper issue: the absence of a common #platform layer. Without shared #infrastructure for identity, storage, networking, monitoring, orchestration and billing, every project is forced to build its own middle layer. Different vendors make different choices. Different projects operate on different assumptions. Different funding cycles create different systems. By the time organisations try to integrate them, the complexity is already embedded. Africa's digital #transformation therefore needs to look beyond building more applications. The #continent also needs common platforms that allow institutions to build on shared foundations rather than repeatedly starting from scratch. #Africa needs more than #data centres. Africa is investing heavily in fibre, subsea cables, data #centres, #compute and #AI #infrastructure. But there is a critical layer between infrastructure and applications that remains largely missing. The global cloud revolution was not simply about adding more compute. AWS, Azure and Google #Cloud built platforms that made infrastructure accessible, scalable and usable through self-service environments. Africa is now building the physical infrastructure. Applications are also being developed. But the platform layer connecting the two is still fragmented. Without that layer, institutions will continue building separate systems, each with its own identity, storage, networking, monitoring and orchestration. The question is no longer just whether Africa has enough infrastructure. It is whether that infrastructure can become usable, scalable and shared #digital capability. Africa’s #2030 data-centre metric should not be #megawatts. How should we measure #Africa’s digital #infrastructure progress by 2030? By megawatts built? The number of #data centres? Or the amount of data-centre space added? How much of Africa’s #digital economy actually runs inside #Africa? Because megawatts were never the objective. They are a means to an end. The real objective is to process more African workloads locally, keep more data within local jurisdictions, reduce latency, expand access to #AI compute and strengthen control over critical digital infrastructure. And achieving that does not necessarily require enormous facilities everywhere. It may require thousands of smaller #deployments located closer to the institutions, businesses and communities where the workloads already exist. Some workloads will need large, purpose-built facilities. But not every workload requires a #hyperscale environment. The goal, therefore, should not be to build the biggest infrastructure. It should be to build the right infrastructure, in the right place, at the right scale. Africa does not have to replicate the data-centre model of the West. It has an #opportunity to build one that reflects its own markets, capital realities and digital needs. The #infrastructure already exists and #Africa already has places where #compute can live. When we talk about Africa’s digital infrastructure, we tend to think about purpose-built #data centres. But thousands of institutions already have powered, secured and connected #IT environments: < #Banks < #Universities < #Hospitals < #Telcos < #Government institutions < Large #enterprises For some workloads, the question may not be: “Where do we build another data centre?” It may be: “How do we put the right amount of compute where the workload already exists?” A quarter rack can serve some #enterprise and inference workloads. A modular #deployment can serve others. And #capacity can grow as demand grows. This doesn't eliminate the need for large data centres. Some workloads will always require them. But treating every workload as a #hyperscale workload creates unnecessary #capital intensity. The data-centre risk isn't uniquely African. Africa’s #data-centre challenges are often treated as if they are uniquely #African - they aren’t. The US is now confronting many of the same questions: > What happens when a long-term lease expires? > What happens when expensive #AI hardware becomes obsolete? > What happens when #insurance cannot fully cover a #hyperscale facility? > What happens when #local communities push back against massive new #campuses? These risks are emerging in the world’s deepest and most sophisticated data-centre #market. So the lesson for #Africa should not be to copy the US model at a smaller scale. It should be to design for our own capital constraints, demand patterns and #operating realities. Africa doesn't need to win a race to build the biggest data centres. #Africa may be building the wrong unit of #infrastructure. Africa’s #data-centre debate often assumes that bigger facilities are the answer. But what if the problem is not that we are building too little - but that we are building too large, too early and too far ahead of demand? A large data centre commits significant capital before demand is fully visible. In markets with high #capital costs, currency risk and long #enterprise migration cycles, that creates a difficult occupancy problem. A modular approach changes the equation. Instead of betting tens of millions on one facility, capacity can be deployed in smaller, demand-led units - expanded as customers arrive and scaled where workloads actually exist. The point isn't that Africa doesn't need large data centres. It does. The point is that not every workload requires a cathedral. Sometimes the better #infrastructure is smaller, distributed and built around #demand rather than ahead of it.
